Emergency relief cannot be supplied by the international community alone.

The Government has increasingly assumed responsibility for disaster relief and humanitarian assistance.

The Office looked forward to the efforts of both the Emergency Relief Coordinator and the donor community to meet those supplementary requirements.

At the same time, 1 million was intended to go to the Emergency Disaster Relief Fund.

Such initiatives should be linked to development plans and take the form of emergency and post emergency relief.

Trust funds not related to programmes approved by the UNICEF Executive Board are not entered in the financial accounts of UNICEF as income and expenditures. SADC would also like to underline the importance of international cooperation on humanitarian assistance in the field of natural disasters, from relief to development.

The International Federation of Red Cross and Red Crescent Societies (IFRC) welcomes the decision of the General Assembly to hold a special debate on the urgency of strengthening emergency relief.

Recognizing that there is a clear relationship between emergency relief and rehabilitation and development and that in order to ensure a smooth transition from relief to rehabilitation and development, emergency assistance should be provided in ways supportive of recovery and long term development,

It was generally accepted at this time that poor relief cases could be used for experimental treatment, and their permission was not required.

The United Nations system has continued to provide on the ground assistance in various fields, so as to engage in a transition from emergency relief to development.

In commending the Emergency Relief Coordinator and his staff on their excellent performance thus far, we recognize the very difficult task which they face and resolve to continue our support for that department.

Let me conclude by reiterating Canada's commitment to continue working with the Emergency Relief Coordinator and Member States in strengthening the humanitarian system.

To be sure, it is widely agreed that aid for disaster relief and assistance to conflict affected countries are effective.

The United States did not have an organized welfare system until the Great Depression, when emergency relief measures were introduced under President Franklin D. Roosevelt.
