The regular budget and the project budget together comprise the total budget volume for 2006 2007.

b) The project budget comprises mainly non recurrent costs funded by earmarked project contributions.

1.217 The project budget represents the Agency's best estimate at the time of budget preparation of its immediate project funding requirements for the 2006 2007 biennium.

With regard to reimbursement for services related to project activities, each project budget includes such a provision.

1.216 The Project Budget has been prepared according to the Agency's generic priorities for project funding listed below.

The budget text clarifies which programme activities fall under the General Fund, and which fall under the project budget component.

Table 22 shows a breakdown of the project budget by programme and Figure 9 shows how this budget is split among the fields.

This includes both the General Fund (with its in kind component) and the project budget.

The Agency is also dependent on additional funding earmarked for project budget and emergency operations.

With the exception of MMP, a self funded project for which recurrent costs amount to 9.1 million for the biennium, the project budget represents unfunded activities.

During the biennium, the Agency will present donors with proposals of projects contained in the project budget.

UNOPS attributes these project overruns to the reasons for overriding the Atlas budget check function, mentioned above.

The project budget amounts to 150,466 million for the year 2006 and 135,855 million for the year 2007.

But this has to be a European project one that eventually must find its way into the European budget.

This project is being undertaken by a Task Force under the auspices of the Committee's Finance and Budget Network.

However, several developments have had a serious impact on the viability of the first approach and the project budget.

At its session in January 2004, the Executive Board approved a total project delivery budget of 485 million for UNOPS.

Regular budget resources constituted 30 per cent of the core allotted resources, excluding project funds, and they remain a key resource in the effective implementation of the activities outlined in the programme budget.

28. Affirms that the General Assembly has the sole prerogative of deciding on any changes to the capital master plan project, budget and implementation strategy as approved in its resolutions

Since such donor policies do not reduce UNIDO's actual support cost requirements for project delivery, these costs need to be covered, to an increasingly greater extent, by the regular budget.

However, it remains concerned about the risk of budget overruns given the material amounts of budgeted project expenditure rephased from 2005 to 2004 and will keep this matter under review.

The United Nations Office for Project Services (UNOPS), which has demonstrated its effectiveness and flexibility in administrative and logistical matters, will be the executing agency for all electoral budget lines.

Fortunately, income from the Facility was able to absorb losses in other divisions, most notably the UNOPS Asia office, where actual project delivery for 2004 fell short of its budget target of 47.5 million by 64 per cent. UNOPS considers that the actual revenue of the Asia office (including revenue from services and not just project delivery) was only 0.8 million below budget, a shortfall of 17.6 per cent.
