On the strength of the material before the Committee, these delays cannot be attributed to the author's appeals.

They have been and will continue to result in increased efficiency of appeals proceedings before the Appeals Chamber.

As the Appeals Chamber's workload increases, consideration is still being given to increasing the capacity of the Appeals Chamber by having two Benches of five Judges available for the disposition of appeals.

For that purpose, a new P 3 post for the Secretary of the Joint Appeals Board Joint Disciplinary Committee with part time administrative support is proposed.

All of their appeals concerning the issuance of visas are pending before the United States Eleventh Circuit Court of Appeals.

Appeals of trial judgements in a further six cases (involving 10 convicted persons), 28 interlocutory appeals and one application for review of a trial judgement were also received by the Appeals Chamber during this period.

Taking into account an estimated time for appeals of between four and six months, the appeals could finish by mid 2006.

During the period under review, there was a significant increase in the workload of the Appeals Chamber, with appeals of judgement in 10 cases, as well as 28 interlocutory appeals and 1 motion for review under consideration.

Appeals by Members for a change of assessments

In the Appeals Chamber four judgements were delivered.

We continue to make appeals to that end.

The Appeals Chamber has disposed of 30 appeals, from both this Tribunal and the International Criminal Tribunal for Rwanda (ICTR) since the last report.

On 13 October 2003, the Ministry found both appeals inadmissible for lack of standing under rules of administrative law concerning appeals of DPP decisions.

The Committee appeals to States parties that have not yet done so to consider making the declaration under article 14 and ratifying the amendments to article 8 of the Convention.

The Consultative Committee encourages UNIFEM to reach out to all Member States in this respect, including through annual written appeals addressed to permanent missions that highlight the Fund's priority needs.
