In 2004 the Office facilitated the preparation and launch, in November, of consolidated humanitarian appeals for 18 crises.

This Office will be restructured to support the increased activity linked to pre trial, trial and appeals cases.

The Office of the Prosecutor's investigations section continues to provide support in respect of ongoing trials and appeals.

In 2005, the Office for the Coordination of Humanitarian Affairs launched 17 consolidated appeals for Africa, for a total of close to US 2.9 billion.

The Office of the Refugee Applications Commissioner and the Refugee Appeals Tribunal were active in protecting the rights of women asylum seekers, who were particularly vulnerable, and their efforts were considered effective.

All of their appeals concerning the issuance of visas are pending before the United States Eleventh Circuit Court of Appeals.

On 25 April 2000, one of the author's counsel before the Committee made a reasoned request to the Appeals Court Prosecutor's Office to file an ex officio appeal against the Judicial Council's decision.

Appeals of trial judgements in a further six cases (involving 10 convicted persons), 28 interlocutory appeals and one application for review of a trial judgement were also received by the Appeals Chamber during this period.

Taking into account an estimated time for appeals of between four and six months, the appeals could finish by mid 2006.

Guaranteeing a fair trial requires respecting the independence of the Court's different organs under its Statute, namely the Presidency the Appeals, Trial and Pre Trial Divisions the Office of the Prosecutor and the Registry.

During the period under review, there was a significant increase in the workload of the Appeals Chamber, with appeals of judgement in 10 cases, as well as 28 interlocutory appeals and 1 motion for review under consideration.

In the Appeals Chamber four judgements were delivered.

We continue to make appeals to that end.

The Appeals Chamber has disposed of 30 appeals, from both this Tribunal and the International Criminal Tribunal for Rwanda (ICTR) since the last report.

On 13 October 2003, the Ministry found both appeals inadmissible for lack of standing under rules of administrative law concerning appeals of DPP decisions.

Indeed, the increasing workload of the Appeals Chamber, which is common to both Tribunals, makes it difficult to estimate when all the appeals will be completed.
