States Parties to this Covenant shall ensure, as much as possible, that refugee children, or those legally assimilated to this status, enjoy the rights provided for in this Covenant within their national legislation.

A list of State parties to the Covenant shall be annexed to the report of the Committee together with an indication of the status of submission of reports by States parties.

The Committee had recently stated that the Covenant applied fully outside the borders of States parties and must be observed by the armed forces of States parties wherever they might serve.

Practical problems would also arise the members of the Human Rights Committee were nationals of States parties to the Covenant, which might not be parties to an optional protocol on enforced disappearances.

Reaffirming the Universal Declaration of Human Rights and the States parties' obligations under the International Covenant on Economic, Social and Cultural Rights,

The Committee shall consider the reports submitted by States parties to the Covenant in accordance with the programme established by Council resolution 1988 4.

Calls upon all States parties to the International Covenant on Civil and Political Rights that have not yet done so to consider acceding to or ratifying the Second Optional Protocol to the Covenant, aiming at the abolition of the death penalty

Such a reform might, in accordance with article 51 of the Covenant, require a conference of the States parties in order to amend it.

The Committee monitors the implementation of the Covenant by examining periodic reports submitted by the 150 States parties and making general recommendations to the Council.

In accordance with article 16 of the Covenant, the States parties shall submit to the Council for consideration by the Committee reports on the measures which they have adopted and progress made in achieving the observance of the rights recognized in the Covenant.

In accordance with article 17 of the Covenant and Council resolution 1988 4, the States parties shall submit their initial reports within two years of the entry into force of the Covenant for the State party concerned and thereafter periodic reports at five year intervals.

The Committee may prepare general comments based on the various articles and provisions of the Covenant with a view to assisting States parties in fulfilling their reporting obligations.

Dissemination of information relating to the Covenant (article 2 of the Covenant)

(the Covenant), States parties availing themselves of the right of derogation are to inform the other States parties immediately, through the Secretary General, of the derogations they have made, including the reasons therefore and the date on which the derogations are terminated.

(a) It is sufficient that implementation of the Covenant is monitored through the review of States parties' reports on an average of once every seven to eight years

The Committee is also competent to examine inter State communications with respect to 48 States parties that have made a declaration pursuant to article 41 of the Covenant.
