International standards, including technical standards and sanitary and phytosanitary standards, can also pose an additional challenge to developing countries with regard to accessing international markets.

The Stability Pact has now been transferred to local control, re emerging as the Sarajevo based Regional Cooperation Council, ready to develop regional and multilateral standards for its members.

The customary application of double standards and the vetoes and threats of veto to which I referred have simply led to stagnation in the Council as regards this matter.
