Lending to eurozone governments continues to have a zero risk weight. This will only increase the bias in bank lending towards government debt and against lending to enterprises, especially small and medium size businesses.

Lending dried up and economies started shrinking.

Now European countries finance 42 of IMF lending and 62 of concessional World Bank lending. This task will have to be shared by emerging countries with large reserves.

Businesses will want to borrow, and banks will want to expand their lending.

As a result, compared to the regional development banks, the Bank will be lending less to fee paying clients, who provide income, and engaging in more concessional lending, which does not.

The problem now appears to be one of re starting bank lending.

The recession reinforced the pattern of poor countries lending to rich ones.

For banks to start lending again, even more intervention may be needed.

Indeed, lending to governments and banks in the European periphery represents the European equivalent of subprime lending in the US (which was also concentrated in a few sunshine states).

Housing prices peaked as lending slowed, and prices then started to decline. The housing bubble was bursting by last fall, and banks with large mortgage holdings started reporting huge losses, sometimes big enough to destroy the bank itself, as in the case of Bear Stearns.

Banks with too little capital, or those without a viable business model, tend to continue lending to their existing customers, even if these loans are doubtful, and to restrict lending to new companies or projects.

Banks began to slow their new lending, and defaults on mortgages began to rise.

This is reflected in the World Bank s lending.

It all started from careless and inappropriate lending.

But, as GIPS central bank lending came at the expense of central bank lending within the eurozone s exporting countries, the policy amounted to a forced capital export from these countries to the GIPS.

They could be lending to an institution that is in serious financial trouble.

In fact, all banks are likely to have upped their CRA compliant lending.

They must also commit themselves to a credit target that will restore lending to normal.

In many countries, the fall in bank lending was partly offset by an increase in lending to governments, which thought that the banks should recycle society s savings directly into public sector spending.

A good proportion of the losses on subprime lending was thus borne by banks from Northern Europe, leaving these banks in no position to sustain further losses on their European peripheral lending.

This justifies government regulation of lending and investment practices.

After the 1970 s, though, sovereign lending became institutionalized.

But simply lending more would not improve the situation.

Both started as NGOs (following the Grameen model) and received millions in grant money from development institutions to start lending operations. They also got access to low cost lending from government banks and multilateral institutions such as the International Finance Corporation (the World Bank s commercial lending arm) and the US Agency for International Development.

Nor, in the end, is politically motivated lending likely to be good for banks.

It has contributed significantly to international thinking on the design of new lending facilities.

Reckless lending to the Greek state was based on European creditors terrible decision making.

With so many banks in the US fragile, lending is likely to remain constrained.

The sense of panic has subsided. Banks are once again lending to each other.

By putting itself above the law, America allowed itself to succumb to barbaric behavior.

In 2011 2012, such lending grew by 1.1 trillion, reaching 3.6 trillion (23 of total bank financing), while balance sheet lending increased by only 732 billion.

Bankers were once supposed to know every borrower, and to make case by case lending decisions.
