In order to minimize destruction and looting, States should develop procedures to inventory the contents of claimed housing, land and property within the context of housing, land and property restitution programmes.

The case concerned Ms. Grootboom and others who were living in extremely poor conditions on illegally occupied private land earmarked for formal low cost housing.

Now, with serious congestion slowing traffic in major cities to a crawl, the land gradient in housing prices is steep once again.

22.1 The international community should promote and protect the right to housing, land and property restitution, as well as the right to voluntary return in safety and dignity.

Relaxation of overly restrictive land development regulations and building codes, particularly in slums and informal settlements, could facilitate investments in housing construction and improvement for low income households.

The report indicates that the Government is concerned about the need for a comprehensive programme of land reform and that the Comprehensive Land Policy will create an enabling environment for women who are the head of the family to have access to land for housing and agriculture (para.
