International environmental governance is an integral part of realizing sustainable development.

Kenya fully endorses the ongoing process of defining the elements of international environmental governance.

To that end, Nigeria took the view that the international environmental governance process must be accelerated.

The Council Forum will have before it the report of the Executive Director on progress made in the implementation of Governing Council decisions concerning international environmental governance (contained in document UNEP GCSS.IX 3), as mandated by decision 23 1 (Implementation of decision SS.VII 1 on international environmental governance).

While there was a need to strengthen UNEP to enable it to respond adequately to environmental challenges, the implementation of the International Environmental Governance (IEG) process would contribute in that regard.

International Environmental Law

The relevant recommendations of the report are focused on only three issues energy, international environmental governance (IEG) and the Kyoto Protocol, and, thus, are not all encompassing.

The strengthening of the United Nations Environment Programme (UNEP) and further development of international environmental governance is a particularly important requirement for setting in place strong institutional arrangements capable of ensuring that environmental sustainability considerations can be mainstreamed.

The issue of international environmental governance, including a new global entity or agency on environment, was dealt with comprehensively in the IEG process leading to the Johannesburg Summit.

The National Environmental Management Act of South Africa, for example, has been an enabling act aiming at improving environmental management while facilitating sustainable development and improving coordination and governance of environmental issues.

Already in 2002, the World Summit on Sustainable Development, held in Johannesburg, emphasized the need for a more coherent institutional framework of international environmental governance, with better coordination and monitoring.

(c) Good governance and equity at the international level

We are determined to reduce disaster losses of lives and other social, economic and environmental assets worldwide, mindful of the importance of international cooperation, solidarity and partnership, as well as good governance at all levels.

Strengthening international environmental governance must involve a wide range of stakeholders with diverse interests the system should be reformed in an evolutionary manner without making immediate demands of the United Nations system or Member States.

In relation to environmental protection, Azerbaijan has ratified 18 international environmental treaties and has taken concerted action aimed at solving the country's environmental problems.

The interim Government's programme emphasized good governance, poverty reduction and environmental protection, all priority areas of the Brussels Programme of Action.

National Governments had the principal responsibility for environmental governance and measures taken at the national level made the greatest contribution to it.

Good governance at the international level is fundamental for achieving sustainable development.

One delegation supported a more integrated international environmental governance structure, based on existing institutions, and favoured the establishment of a United Nations agency for the environment, based on the United Nations Environment Programme but with a revised and strengthened mandate.

The meeting in 2004 presented an opportunity for discussion on the relationship between the United Kingdom and the Territories, constitutional modernization issues, sustainable development, including good governance and environmental matters, and other issues relating to the United Kingdom's international obligations.

The international community must also focus on stemming man made environmental change.

Affiliate members include Amnesty International and the Women's Environmental and Development Organization.

But ongoing international assistance should be limited to providing voluntary good governance templates.

(e) Governance for sustainable development must be improved through institutional reforms, legal instruments, national and regional agreements and the integration of social, economic and environmental agendas.

In addition, it will address issues related to environmental pressures on international waters.

Globally, Europe needs to promote an open, inclusive, and effective system of international governance.
