New environmental legislation has been introduced in several countries to address post consumer waste problems and to phase out hazardous substances that complicate recycling.

Article 32 of the same Act also prohibits the importation of hazardous waste and the granting of permission for its entry into or transit through the territory of the State. The passage of ships carrying hazardous waste through the territorial waters or the exclusive economic zone without a permit from the competent administrative authority is also prohibited.

Actions at the national, regional and global levels are needed to prevent and detect illegal trafficking of chemicals and hazardous wastes, including efforts towards the more effective application of international conventions relating to transboundary movements of chemicals and hazardous waste.

Decontamination work leads to a huge amount of waste, which needs to be managed collected, transported, sorted, stored, reduced in volume, prepared for disposal, and, eventually, placed in permanent disposal facilities at the local, regional, and national levels.
