These activities can be conducted at any level of organisationization (e.g. national, regional or global), are not restricted to the substances listed in the Convention and are not formally linked to effectiveness evaluation.

Reports to the COP on monitoring are required at intervals to be specified by the COP. Effectiveness of assignments

The TCPR identified changes needed to increase efficiency by reducing transaction costs, and increase coherence, effectiveness and relevance through the programme process, the resident coordinator system, evaluation and attention to gender issues.
