C. Follow up action by the International Strategy for Disaster Reduction system

(a) Action Plan for the Implementation of the Declaration on the Guiding Principles of Drug Demand Reduction

Recalling that the Inter Agency Task Force for Disaster Reduction has been serving as the main forum within the United Nations system for devising strategies and policies for disaster reduction and ensuring complementarity of action by agencies involved in disaster reduction, mitigation and preparedness,

Member States should implement the priorities set out in the Hyogo Framework for Action in support of the International Strategy for Disaster Reduction and, in particular, incorporate practical disaster reduction steps into sustainable development and poverty reduction strategies, as well as in disaster preparedness and response.

The Inter Agency Task Force on Disaster Reduction will assist in implementing the Hyogo Framework for Action and facilitate the coordination of effective and integrated disaster reduction activities among the entities of the United Nations.

It also calls on Member States to implement the priorities set out in the Hyogo Framework for Action in support of the International Strategy for Disaster Reduction and, in particular, to incorporate practical disaster reduction steps into sustainable development and poverty reduction strategies, as well as disaster preparedness and response.

We adopted, building upon the recognition mentioned above, the Hyogo Framework for Action 2005 2015 as an updated a progressive and action oriented guiding framework on disaster reduction, including priorities for action in the next decade, as well as implementation strategies and associated follow up.

We, therefore, adopt, the Hyogo Framework for Action 2005 2015 with its expected outcome, strategic goals, and priorities for action, as well as implementation strategies and associated follow up, as a guiding framework for the next decade on disaster reduction.

First, decisive action needs to be taken at all levels to implement the Hyogo Declaration and the Hyogo Framework for Action 2005 2015, which were adopted at the 2005 World Conference on Disaster Reduction.

Section VIII of the questionnaire, on drug demand reduction, was designed along the lines of the Action Plan for the Implementation of the Declaration on the Guiding Principles of Drug Demand Reduction (General Assembly resolution 54 132, annex).

The Brussels Programme of Action provided a comprehensive framework for instituting partnerships with LDCs so as to achieve poverty reduction, economic growth and sustainable development.

We call on the international community to fully implement the Hyogo Framework for Action 2005 2015, adopted at this year's World Conference on Disaster Reduction.

The Hyogo Declaration and the Hyogo Framework for Action, adopted in January of this year, urge us to integrate risk reduction into post disaster recovery and development strategies.

The interim Government's programme emphasized good governance, poverty reduction and environmental protection, all priority areas of the Brussels Programme of Action.

(a) To conclude the review of the Yokohama Strategy and its Plan of Action, with a view to updating the guiding framework on disaster reduction for the twenty first century

Stresses the importance of strengthening the capacity of the International Strategy for Disaster Reduction system in order to provide a solid basis for action, as mandated by the Hyogo Framework for Action, and requests the Secretary General to report to the General Assembly on this issue at its sixty first session

Once finalized, the Poverty Reduction Strategy Paper will become the only framework for action, programming and reference for partners, under the coordination of the Government and with the support of the entire United Nations system.
