C. Follow up action by the International Strategy for Disaster Reduction system

(a) Action Plan for the Implementation of the Declaration on the Guiding Principles of Drug Demand Reduction

Recalling that the Inter Agency Task Force for Disaster Reduction has been serving as the main forum within the United Nations system for devising strategies and policies for disaster reduction and ensuring complementarity of action by agencies involved in disaster reduction, mitigation and preparedness,

Member States should implement the priorities set out in the Hyogo Framework for Action in support of the International Strategy for Disaster Reduction and, in particular, incorporate practical disaster reduction steps into sustainable development and poverty reduction strategies, as well as in disaster preparedness and response.

The interim Government's programme emphasized good governance, poverty reduction and environmental protection, all priority areas of the Brussels Programme of Action.

The Inter Agency Task Force on Disaster Reduction will assist in implementing the Hyogo Framework for Action and facilitate the coordination of effective and integrated disaster reduction activities among the entities of the United Nations.

It also calls on Member States to implement the priorities set out in the Hyogo Framework for Action in support of the International Strategy for Disaster Reduction and, in particular, to incorporate practical disaster reduction steps into sustainable development and poverty reduction strategies, as well as disaster preparedness and response.

First, decisive action needs to be taken at all levels to implement the Hyogo Declaration and the Hyogo Framework for Action 2005 2015, which were adopted at the 2005 World Conference on Disaster Reduction.

The link between environmentally sustainable water management and poverty reduction is critical and must be prioritized to ensure that appropriate action is taken.

Section VIII of the questionnaire, on drug demand reduction, was designed along the lines of the Action Plan for the Implementation of the Declaration on the Guiding Principles of Drug Demand Reduction (General Assembly resolution 54 132, annex).

We adopted, building upon the recognition mentioned above, the Hyogo Framework for Action 2005 2015 as an updated a progressive and action oriented guiding framework on disaster reduction, including priorities for action in the next decade, as well as implementation strategies and associated follow up.

Other measures included in the Programme of Action whose implementation would also contribute to the reduction of child mortality are the reduction of poverty the increase of educational attainment, especially among women the improvement of maternal health the promotion of the empowerment and equality of women and the reduction of the spread of HIV AIDS.

The Brussels Programme of Action provided a comprehensive framework for instituting partnerships with LDCs so as to achieve poverty reduction, economic growth and sustainable development.

We call on the international community to fully implement the Hyogo Framework for Action 2005 2015, adopted at this year's World Conference on Disaster Reduction.

REAFFIRMS also that implementation of the ICPD Program of Action is key to poverty reduction and is fundamental to achieving the Millennium Development Goals (MDGs).

Stressing the need to incorporate risk reduction approaches into development policies and recovery programmes, as set out in the Hyogo Framework of Action 2005 2015,

This programme addresses the key anti trafficking needs, action against corruption and money laundering, as well as balanced demand reduction and HIV AIDS prevention measures.

It reflects their intention to take a holistic approach in identifying and putting into action complex multidisciplinary disaster risk reduction measures over the next 10 years.

The draft contained a strong reference to the World Conference on Disaster Reduction, held in January 2005, and to the Hyogo Framework for Action 2005 2015.

Recognizing further that certain measures for disaster risk reduction in the context of the Hyogo Framework for Action can also support adaptation to climate change, and emphasizing the importance of strengthening the resilience of nations and communities to natural disasters through disaster risk reduction programmes,

We, therefore, adopt, the Hyogo Framework for Action 2005 2015 with its expected outcome, strategic goals, and priorities for action, as well as implementation strategies and associated follow up, as a guiding framework for the next decade on disaster reduction.

(d) To allocate, while keeping the balance between supply and demand reduction programmes, adequate resources to allow it to fulfil its role in the implementation of the Action Plan for the Implementation of the Declaration on the Guiding Principles of Drug Demand Reduction, and to support countries, upon their request, in further continuing to develop and implement drug demand reduction policies

The Hyogo Declaration and the Hyogo Framework for Action, adopted in January of this year, urge us to integrate risk reduction into post disaster recovery and development strategies.

Implementation of the Programme of Action can also contribute to the reduction of poverty by preventing pregnancy among young adolescents, reducing maternal mortality, and slowing the spread of HIV.

The secretariat is constituted of representatives of relevant ministries and institutions, which are in the process of preparing a 10 year plan of action to achieve disaster risk reduction.
