Freedom from want, freedom from fear and freedom to live in dignity must be the leading goals of our Organization so that we can meet the rightful expectations of our peoples across the globe.

Whereas previously the Palestine Liberation Organization (PLO) had campaigned for a single, secular, and democratic state across the entirety of mandatory Palestine, our Declaration of Independence endorsed a two state solution.

Clearly our Organization, as an organization, was built for a different era.

Doing so would make the Organization truly responsive to the repeatedly articulated demands of the overwhelming majority of our peoples across the world, who have time and again rejected war, intervention and imposition.

But much more needs to be done to strengthen our collaboration across all areas of our work.

Our Organization is now 60 years old.

The successful implementation of the joint strategy will require complementary but distinctly different competencies across the organization.

Today, we should rely on our Organization to coordinate and stimulate our efforts.

This is a crucial year for our Organization.

Today, our Organization consists of 191 Member States.

You see this inability to synchronize in our operations in Iraq and in Afghanistan, across our foreign policy, and in our response to Katrina.

Today more than ever, our Organization is in need of reform.

We express our support for the task of reforming the Organization.

Progress has been made across a broader front than on any other single occasion in the 60 year history of the Organization.

I do not want, even for a second, for us to wash our hands of our responsibility, as Syrians, from the growth of this cancerous creature across our lands.

In section V below, I shall focus in some detail on the specific reforms that I believe are needed if our Organization is to play its due part in shaping and implementing such a collective response across the whole range of global issues.

The ability of our Organization to respond effectively to global challenges and threats depends on our preparing the relevant recommendations for our leaders.

Around this time, the organization started to receive national press attention, which caused a flood of interest from seniors from across the country.

We cannot compromise the very basis of our membership in the Organization.

This is our Organization and we are the ones it should serve.

We started in Bermuda for our test project, then moved up to Halifax, working down the U.S. East Coast, the Caribbean Sea, the Panama Canal, through to the Galapagos, then across the Pacific, and we're in the process now of working our way across the Indian Ocean.

Also, I applaud our readiness to address deficiencies in the management of this Organization.

As we contemplate strengthening and renewing our Organization, we should do so for posterity.

The Organization emerging from this common endeavour will deserve our support, defence and sustenance.

They alone are sufficient proof of the increasing relevance and importance of our Organization.

Before we address our ambitious plans to reform our Organization, we must first agree on a number of premises and basics to secure our path towards the realization of our common objectives.

First, our Organization has been considering the question of Council expansion for several years now.

In our humble but firm opinion, this is the major challenge the Organization faces internally.
