Non nuclear weapon States demand unconditional assurances from nuclear weapon States that they will not use nuclear weapons under any circumstances.

The inherent right of any group of States to conclude regional arrangements with a view to eliminating nuclear weapons in their respective territories was one of the fundamental principles guiding the drafting process of the Treaty on the Non Proliferation of Nuclear Weapons, and was later incorporated in article VII of the Treaty.

The proliferation of armaments, including nuclear arms, is a consequence of insecurity.

In order to accelerate the complete elimination of all nuclear weapons, the international community must channel its creativity and resources towards the development of an alternative system for collective security in which nuclear deterrence did not figure.

Japan has a moral responsibility to the international community to advocate the total elimination of nuclear weapons, and has conducted vigorous diplomatic efforts to realize concrete measures leading to this end.

In this regard, our delegations consider that the mandate of the ad hoc committee on nuclear disarmament should be to consider initiating negotiations aimed at the total elimination of nuclear weapons.

Bangladesh therefore attached the highest priority to the full and speedy application by nuclear weapon States of article VI of NPT, leading to the total elimination of such weapons.
