Japan has been participating in the work of the CTC as an interested State.

One of the CNCD' lines of action is to combat discrimination based on sexual orientation.

Transparency in the work of the Committee

The Committee has also established an active working relationship with the Chairman of the Counter Terrorism Committee and the Counter Terrorism Committee Executive Directorate.

Nevertheless, the issue of how to make a real difference against terrorism goes further than the work or the competence of the CTC alone.

Instead, they prefer to establish relatively innocuous working groups and task forces.

We remain fully committed to the implementation of the EU Action Plan on Combating Terrorism.

We welcome the CTC's fourteenth 90 day work programme.

The Commonwealth's work on Counter terrorism stems from the mandate of Heads of State and Government.

But many are now reinforcing the work of their Financial Intelligence Units with special inter agency task forces set up specifically to counter the financing of terrorism.

I have formed a Counter Terrorism Implementation Task Force chaired by my office and bringing together United Nations entities that can contribute to international counter terrorism efforts.

My delegation has a positive assessment of the CTC's work during the reporting period.

The European Union continues to attach great importance to the open debates of the Security Council on the issue of counter terrorism, and in particular on the work of the Committee.

Mr. Oshima (Japan) I would like to thank Ambassador Denisov for his presentation today on the work of the Counter Terrorism Committee (CTC) and for the commendable work that has been done by the CTC under his leadership.

Speakers underlined the success in girls' enrolment, and in the fight against child labour and trafficking and female genital mutilation.

The recent tragic events in Jordan demonstrate the importance of the Council's work in combating terrorism and other global threats.

The annual conference of officials responsible for combating terrorism in the Arab States was held within the framework of the Council of Arab Ministers of the Interior.

The Security Council welcomed the integration into the work of the CTC of the issue of implementation by Member States of resolution 1624 (2005).

It aims to mobilize broad civil society support for UNCAC and to facilitate strong civil society action at national, regional and international levels in support of UNCAC.

We would also like to thank Ambassador Denisov for the submission of a work programme for the CTC for the next three months January to March 2005.

May I also express my appreciation for the presence among us of Ambassador Rupérez, Executive Director of the CTC's Executive Directorate (CTED), as well as for his contribution to the work of the United Nations.

With this in mind, Egypt proposes the convening of a special session of the General Assembly to examine and adopt an action plan for cooperation against terrorism at the earliest possible date.

The document brought together analytical work on anti corruption measures and commitments undertaken over a period of years in the elimination of bribery in international business transactions.

Before I close, I would like to mention two areas of work that will be happening in parallel with the work of the CTC.

Part of the Forum's work is a series of discussions at Geneva on controlling the spread of small arms.

Developed programmes for training and workshops to foster international cooperation in combating crime and to encourage effective implementation of the Commonwealth Schemes for extradition and mutual legal assistance

We were pleased to hear from the Committee's Chair that that issue is a high priority for the CTC.

The fight against racism, racial discrimination, xenophobia and related intolerance and the comprehensive implementation of and follow up to the Durban Declaration and Programme of Action

16. Requests the Office of the High Commissioner and the Special Rapporteur to continue to contribute to the work of the Counter Terrorism Implementation Task Force, including by raising awareness about the need to respect human rights while countering terrorism

Organizing seminars workshops for parliamentarians in each country with the assistance of the secretariat of the UNCCD and regional meetings of parliamentarians to monitor implementation of the action programmes to combat desertification

Indonesia had signed the Convention against Corruption in December 2003 and was currently working on the establishment of a national action plan for its implementation and ratification. It supported the work of the ad hoc committee on preparations for the convening of the first session of the Conference of the States Parties to the Convention against Corruption.

Now, as a member of the CTC as from this month, we will be able to engage more actively in the work of the CTC and enhance our cooperation in order to help the Committee to meet the expectations of the international community by upgrading the counter terrorism efforts of Member States.

Over and above the work of the CTC under discussion today, everyone is mindful of the recommendations of the High Level Panel on Threats, Challenges and Change.

All the countries which have drawn up NAPs are supposed to have set up systems for monitoring and assessing the implementation of desertification control programmes.

Rather than adopt a regional legal instrument, 36 countries in Asia and the Pacific committed to the Anti Corruption Action Plan for Asia and the Pacific.

At the same time, the Roll Back Malaria Partnership has recently launched a long term Global Action Plan to unify the actions of the malaria community and spur additional investment.

The reaffirmation of the Programme of Action of the International Conference of Population and Development (ICPD) during the ten year review confirms the importance of the UNFPA focus in combating HIV and AIDS.
