But, buoyed by government bailout money, guarantees, and low interest rates, many banks have again begun to pay their top managers huge bonuses while fighting vigorously against reforms designed to restrain their risk taking and compensation.

Moreover, by pushing interest rates toward zero, the current policy of quantitative easing (increasing money supply by buying government securities) has strong, often regressive, income effects.

Indeed, low US interest rates, though an appropriate domestic response to the financial crisis, have pushed a global carry trade in which people borrow in dollars to fund investments in the apparently less crisis hit large emerging market economies.

This is why interest rate spreads within the eurozone have been widening, with Germany and the Nordic countries benefiting from lower borrowing costs and the problem countries being punished by a high risk premium.
