The universal implementation of international human rights treaties

It is not only on the legal playing field that the universal implementation of international human rights instruments has its place.

SADC would support the CEDAW Committee's efforts to speed up the review of national reports and would like to see more interventions addressing specifically the use of international human rights instruments and the dissemination of concluding observations.

(a) To assist Burkina Faso in the implementation of conventions against transnational organized crime, corruption and of universal instruments to combat terrorism

Another key task of the Bureau was to implement the conventions, protocols and other internationally agreed instruments to promote and protect the interests and advancement of women.

Following the exercise session, participants reviewed their draft action plans and recommendations for the implementation of the instruments relevant to Burkina Faso (see annexed documents).

Draft paragraph 4 provided another option for non application of the convention to specific instruments, including any of those listed in paragraph 1, even if a State had not excluded the application of paragraph 2.

(c) Considering ways and means to better the application of existing standards and the implementation of existing instruments to combat racism, racial discrimination, xenophobia and related intolerance

In his welcoming remarks, Mr Etienne Ouoba, Director in charge of legislation and documentation at the Ministry of Justice, stressed the importance of implementing the universal instruments against terrorism, transnational organized crime and corruption.

The scope of instruments should not be subject to reinterpretation without formally amending them.

A national workshop on the implementation of universal instruments to combat terrorism, transnational organized crime, terrorism and corruption was held in the conference hall of the Ministry of Foreign Affairs and Regional Cooperation from 5 to 7 January 2005.

Mozambique has not given giant steps toward the reinforcement of obligations stated under Article 15(3) of the Convention that demands that all contracts and other instruments with the view to restricting the legal capacities of women be removed and considered invalid and null.

The Commission on Human Rights special rapporteurs, for example, could seek ways of systematically identifying practical difficulties and technical obstacles, either as part of their individual mandates or in a cross cutting fashion through a Sub Commission working group, regardless of States' status in respect of the instruments in question.
