Encourage and support the African regional and subregional organizations' initiatives to prevent, mediate and resolve conflicts with the assistance of the United Nations

Since the Graça Machel report of 1996, the attention of the international community has been increasingly focussed on the promotion and protection of the rights of children affected by armed conflict.

To encourage and sustain regional and subregional mechanisms for preventing conflict and promoting political stability, and to ensure a reliable flow of resources for peacekeeping operations on the continent.

The Conference should encourage the establishment of additional nuclear weapon free zones, in parallel with the resolution of long standing conflicts, in areas such as the Middle East and the Korean Peninsula.

We note with some disappointment that international conflicts continue to undermine the capacity of the Organization to promote the cooperation which is deemed essential for reaching solutions to current global problems.

In fact, a greater involvement of civil society in preventing conflict, social tension and all other phenomena that can jeopardize civil peace and the security of citizenry is to be encouraged.

The collaborative agenda for preventive diplomacy would include conflict forecasting, conflict avoidance or prevention, conflict management, and the prevention of conflict escalation.

Lasting prevention means altering the conditions that give rise to conflicts.

It offers useful instruments for conflict prevention, crisis management and conflict resolution.

Efforts to prevent conflicts were meaningless if the economic roots of those conflicts were not addressed.

We are no longer dealing with conflicts between nation States, but rather with armed domestic conflicts within States.

We have become the countries that stood still.

That trend should be encouraged.
