However, the Political Parties and Elections Act 2009 introduced a move from a system of household registration to a system of individual electoral registration in Great Britain.

10. Welcomes the intention expressed by the French authorities to resolve in the coming years the question of voter registration

The Commission believes that it is technically feasible to conduct the registration of voters and to hold the constitutional referendum in 2005.

The essential tasks include the need to vet thousands of candidates, as required by the electoral law, and to update the voter register to ensure that all voters are registered in the province in which they intend to vote.

Meanwhile, national police officers trained in electoral policing are being used in areas where voter registration is taking place, including for the transport and securing of electoral materials, protection of Independent Electoral Commission officials and voter registration sites and the maintenance of law and order.

The mission noted that challenges remained regarding the completion of voter registration in the Provinces of Bandundu and Equateur.

The registration of voters is about to begin, a process that, in the absence of a national census or a national identity card, is both costly and essential.

The extensive logistic assistance provided by the Organization Mission has been vital in ensuring the implementation of the voter registration process.

In a blatant attempt to limit Palestinian voting in East Jerusalem, the occupying forces arrested a team of Palestinians who were involved with voter registration in East Jerusalem.

I call on the Transitional Government to make concrete and visible progress towards the holding of elections, most importantly through the adoption of the draft Constitution and electoral law and the commencement of the registration of voters.
