The intergovernmental bodies and the Organization's senior management need to be made more aware of progress, failures and major challenges faced in the implementation of mandates and to put that information to practical use for decision making and planning for the Organization.

This attitude has decreased but still persists among many of the administrators.

Often, voter lists were incomplete or inaccurate. The head of the Central Electoral Commission has now proposed that members of the local public join election officials and administrators in compiling the lists.

The eight remaining field offices were closed between August and November 2004, leaving only a small headquarters staff at the end of the year and an administrative contingent through March 2005 in order to complete the liquidation process.

The Advisory Committee notes that a total of 91 new posts are requested under this component, including 1 in the office of the Chief Administrative Officer, 20 under administrative services, 27 under integrated support services and 43 in the Security Section.
