First, Benin is party to the treaty establishing the International Criminal Court.

The NPT regime has greatly contributed to the international security environment.

This treaty is expected to tighten international control of the production of fissile materials.

In that regard, both the Treaty and the IAEA Statute relied on the Security Council.

The NPT, however, can avail itself of the International Atomic Energy Agency (IAEA) for the verification of some of its commitments.

With 188 States parties, it is one of the most universally supported international treaties.

There is only one condition in the Treaty, and that is verification through the IAEA safeguards.

In 2001, the FAO Council had adopted the International Treaty on Plant Genetic Resources for Food and Agriculture.

IAEA safeguard measures would provide a good basis for the consideration of a future verification system for an FMCT.

Australia urged the Democratic People's Republic of Korea to reverse its announced NPT withdrawal and to comply fully with International Atomic Energy Agency (IAEA) safeguards.

Cuba has an effective, predictable and reliable system for the national implementation of the international obligations incumbent upon it as a State party to the Treaty and as a member of IAEA.

In 1993, Israel signed the international treaty banning chemical weapons, but did not ratify it because of the Arab states refusal to follow suit as long as Israel maintained its nuclear advantage.

In both cases it was clear that a State or an international organization could formulate reservations that were not contrary to the object and purpose of the treaty.

The International Criminal Court is up and running, and 107 states, including Mexico, have ratified the treaty establishing the court and acceded to its jurisdiction.

It was endeavouring to give effect to the comments and recommendations of those treaty bodies.

Playing a more effective role by the IAEA in guaranteeing the fuel supply and recognition of the fact that restricting fuel supply would be contrary to the basic obligations of the States parties to the NPT
