It is a serious aberration in our budgetary arrangements for such a spending limitation to be imposed on the Secretary General.

We are still coping with the budgetary consequences, especially in Europe, but it is true that the world did not end in 2008.

In anticipation of the Council's overall conferencing workload exceeding the workload of the Commission on Human Rights, tentative budgetary requirements will be submitted in early November 2005.

In February 2005, the Governor's budget fears were realized when it was confirmed that the Government of Guam was receiving much less revenue than what the Legislature had budgeted for.

At each of its meetings, the Standing Committee considered updates on overall programme budgets and funding through which it was kept informed of programme requirements, budgetary measures and funding levels.

Once again, reform of the Organization has been used to hijack the necessary consideration and intergovernmental discussion of the Secretary General's programme budget proposals for the biennium 2006 2007, in accordance with the main contributor's political agenda.

In accordance with rule 28 of the rules of procedure of the functional commissions of the Economic and Social Council, the attention of the Sub Commission was drawn to the estimated administrative and programme budget implications of the draft resolution.

In the light of the budgetary limitations, itEDM has introduced management tools and saving measures for the effective functioning of the secretariat, and intensified its efforts to mobilize supplementary funding.

The Commission delivered its report on 14 January 2005, recommending that policing in Bosnia and Herzegovina should be an exclusive competence of the State, including legislative and budgetary competence.
