For example, the Cadbury Report recommended that where the roles were combined, there should be a strong independent element on the board and that there should be a lead non executive director to whom issues regarding the executive management could be addressed.

Similarly, centrally controlled expenditures are now requested under Executive Office rather than Office of the Chief Executive Officer or Information Management Systems Service.

As indicated in paragraph 19 of the Executive Director's report, all offices closely monitor programme implementation and the status of core management indicators, which are provided in their annual reports.

Executive Direction and Management (EDM) comprises the functions and staff of the Executive Secretary, who has the responsibility for the overall management of the secretariat, for providing guidance on strategic issues and for high level representation.

UNCTAD's Annual Report, provided for under Executive Direction and Management, bore the same title as before but its contents would reflect the provisions of paragraph 9 of the São Paulo Consensus.
