Only eight plans have seen their target completion dates extended from 2005 into 2006.

However, in a significant number of cases, the heads of department consider the recommendations to pertain to ongoing tasks for which target dates for completion cannot be set.

Much international focus is now on the year 2014, the target date for completion of the gradual transfer of responsibility for security from international forces to the Afghan government.

In line with resolution 60 234, all accepted recommendations have been prioritized with clear indications of target completion dates and the departments responsible for the implementation of the audit recommendations.

In respect of time frames, every effort has been made by the executive heads to establish target dates to complete the implementation of recommendations. However, in a significant number of cases the executive heads consider them ongoing tasks for which target dates cannot be set for completion.

ITC had already started work in this direction since it considered this information to be vital for its future operations, and a target date of March 2006 was set for its completion.

Completion strategy

As set out in the Special Court's completion strategy, the completion of the Court's mandate will be carried out in two phases, namely, the completion phase and the post completion phase.
