Over the inter sessional period, I elaborated a first draft of the present paper with a view to subjecting it to expert analysis prior to final submission.

As regards the revisions to article 30 (5)(a), it was decided that the text should remove any possibility that the supplier could insist on the submission of a paper based tender.

The aspect ratio of the paper is the same as for A series paper.

The Commission took note of the contents of the note from the Permanent Mission of Timor Leste dated 11 February 2005 and the attached position paper and decided to refer the matter to the Subcommission appointed to examine the submission of Australia.

It was also observed that the question of tender securities might need specific provision, in the light of the experience of certain delegations and observers that tender securities remained paper based documents, and simultaneous submission with electronic tenders might not be possible.

The Working Group will also continue its examination of ways to mainstream minority rights in the attainment of the Millennium Development Goals, with the submission of a paper by the Minority Rights Group (E CN.4 Sub.2 AC.5 2005 WP.4).
