Lithuania is subject to IAEA and EURATOM safeguards.

The Agency inspectors were able to verify all nuclear material subject to safeguards.

Fifty four States reported having safeguards to ensure that the weapons and ammunition produced within their jurisdiction could not be diverted for the use of those subject to sanctions.

NPT was still not universal, because a number of States had not yet adhered to it, including States with nuclear facilities, which were therefore not subject to the IAEA safeguards regime.

A. Safeguards

The League called on the international community to refrain from transferring equipment, materials and scientific and technological information to Israel so long as it was not a party to the NPT or subject to IAEA safeguards.

Australia considers that integrated IAEA safeguards are essential to the effective and cost effective implementation of strengthened safeguards.

This provides for, among other things, the obtaining of evidence regarding possible criminal offences (including through the use of compulsory processes such as search warrants) and sharing of confidential information (subject to safeguards).

Safeguards and verification

Finland is developing its national safeguards system further so as to enable effective implementation of IAEA strengthened safeguards in Finland.

With regard to verification and safeguards, the IAEA no doubt has a primary role to play in completing the conceptual framework for integrated safeguards.

The universal adoption and implementation of comprehensive safeguards agreements, and of Additional Protocols to them, is a prerequisite to an effective and credible safeguards system.

Safeguards are therefore essential to facilitating peaceful nuclear programs.

While detailed study on the subject of disposition was not undertaken, on the basis that it was already adequately covered by conventional safeguards, significant effort has been put into addressing the other three areas.

In that respect, the Agency should be urged to improve the effectiveness of safeguards implementation with a view to achieving, inter alia, a framework of integrated safeguards.

A decision was taken during the course of the programme that the subject of disposition had already been covered adequately by conventional safeguards and, this study would, therefore, focus primarily on the remaining three activities.

We are now applying integrated safeguards in multiple countries, including Japan and Canada, the two largest nuclear programmes under safeguards.

In that regard, we recall the creation of the Committee on Safeguards and Verification aimed at strengthening the safeguards system.

The Conference urges all NPT parties to comply strictly with their safeguards obligations and to actively assist the IAEA in resolving questions or difficulties that arise in the application of safeguards.

As part of strengthening the safeguards system, we have begun applying the so called integrated safeguards a more effective approach that combines traditional safeguards with more advanced methods of analysis and enhanced access under the Additional Protocol.

Currently, 44 States parties to NPT had still not signed safeguards agreements.

(f) Constitutional safeguards against abuse of majority powers

The Conference encourages strong political and financial support for the rigorous implementation of IAEA safeguards and calls upon all states to provide the IAEA with credible information relevant to compliance with safeguards obligations.

Such a zone could have been established in that region had it not been for Israel's continued refusal to subject its facilities to the international safeguards regime, thus genuinely threatening security and stability in that region of tension, as well as in the rest of the world.

Attention needs to be drawn, however, to the fact that States parties must have both Comprehensive Safeguards Agreements and Additional Protocols in place for IAEA to be able to make full use of this improved safeguards system.

The Nuclear Safeguards and Electricity (Finance) Act (1978) provides similar enforcement for Safeguards agreements with the IAEA (INFCIRC 263 and UK INFCIRC 263.Add.1).

We must continue to strengthen verification to improve the effectiveness and efficiency of IAEA safeguards.

These safeguards measures should facilitate robust peaceful nuclear cooperation.

Some countries oppose the application of NPT safeguards to small quantities of nuclear materials.

We support the call for States to fully comply with their respective safeguards obligations.

In fact, just today political parties met to set up an electoral safeguards commission.
