Since attaining independence, the Republic of Moldova had acceded to the NPT, concluded a safeguards agreement with IAEA and signed the CTBT.

The combination of a comprehensive safeguards agreement and an additional protocol is now established as the contemporary safeguard standard necessary to maintain the integrity of the IAEA safeguards system and the international community's faith in compliance with the NPT.

Finland considers that the Comprehensive Safeguards Agreement, together with the Additional Protocol, represents the verification standard pursuant to Article III.1 of the Treaty.

Works for recognition by the IAEA Board of Governors that the conclusion of a Comprehensive Safeguards Agreement and an Additional Protocol is today's verification standard.

A. Safeguards

In this context, we consider the Comprehensive Safeguards Agreement (INFCIRC 153) combined with the Additional Protocol (INFCIRC 540), to be the verification standard under the Treaty.

The agreement between Uruguay and the International Atomic Energy Agency on the application of safeguards was approved by Decree Law No. 14,541 of 20 July 1976.

The Conference urges all States that have not yet done so to sign comprehensive safeguards agreement with IAEA and place any nuclear facilities under its safeguard arrangement.

Similarly, Mexico measures affecting telecommunications services is the first dispute relating to the 1997 Basic Telecom Agreement and the Reference Paper establishing disciplines on telecom competition safeguards.

Safeguards and verification

The agreement between Poland and the International Atomic Energy Agency (IAEA) for the application of safeguards in connection with the Treaty entered into force on 11 October 1972.

In October 1999, Cuba signed the Protocol Additional to its partial safeguards agreements, thereby becoming the first and only country with this type of agreement to take concrete action in support of the safeguards strengthening programme and, consequently, in support of the prestige of the IAEA verification mechanism.

Burkina Faso had itself acceded to the Treaty in the 1970s and the safeguards agreement and additional protocol which it had signed had entered into force in April 2003.

Japan was concerned at the announcement by the Democratic People's Republic of Korea of its intention to withdraw from NPT and its refusal to accept the IAEA safeguards agreement.

In accordance with its commitments as a State party to the Treaty, Cuba concluded a comprehensive safeguards agreement with the Agency (INFCIRC 633) and a protocol additional to that agreement (INFCIRC 633 Add.1), which have been in force since 3 June 2004.

We continue to urge the Democratic People's Republic of Korea to return to full compliance with its international non proliferation obligations under the Treaty, including its safeguards agreement with IAEA.

Nuclear safety was a priority for Armenia, which had been the first country of the Commonwealth of Independent States to sign a comprehensive safeguards agreement and additional protocol with IAEA.

Also at the national level, and within the context of its comprehensive safeguards agreement with the International Atomic Energy Agency, Egypt continued to receive IAEA inspections teams throughout the past year.

Australia considers that integrated IAEA safeguards are essential to the effective and cost effective implementation of strengthened safeguards.

The Democratic People's Republic of Korea must relinquish its nuclear ambitions, resume cooperation with the IAEA and comply without delay with its obligations under the NPT and its safeguards agreement with IAEA.

We are now applying integrated safeguards in multiple countries, including Japan and Canada, the two largest nuclear programmes under safeguards.
