In recent years, the additional protocol to comprehensive safeguards agreements had proved its worth.

The universal adoption and implementation of comprehensive safeguards agreements, and of Additional Protocols to them, is a prerequisite to an effective and credible safeguards system.

We have concluded safeguards agreements with the International Atomic Energy Agency, including on additional protocols.

The Additional Protocol on strengthened IAEA safeguards offers Middle East States an important confidence building opportunity.

As part of strengthening the safeguards system, we have begun applying the so called integrated safeguards a more effective approach that combines traditional safeguards with more advanced methods of analysis and enhanced access under the Additional Protocol.

Finland has concluded a Comprehensive Safeguards Agreement with the IAEA and has signed and ratified the Additional Protocol.

The Netherlands is of the opinion that the Comprehensive Safeguards together with an Additional Protocol constitutes the verification standard.

This process was furthered by the ratification of the IAEA Safeguards Agreement in 1973 and ultimately further accomplished by the signature of the Additional Protocol to its Safeguards Agreement in 18 December 2003.

The IAEA safeguards system should be strengthened and the additional protocol should be adopted as the new non proliferation standard.

On 22 September 2004, it concluded an additional protocol to its safeguards agreement with the Agency, pursuant to the Treaty.

All CARICOM member States had concluded safeguards agreements with IAEA and the process of signing additional protocols had begun in the region.

Attention needs to be drawn, however, to the fact that States parties must have both Comprehensive Safeguards Agreements and Additional Protocols in place for IAEA to be able to make full use of this improved safeguards system.

Poland has always underlined the importance of the process of strengthening the IAEA safeguards system, considering the additional protocols to be integral parts of the IAEA safeguards system for the treaty and mandatory for State parties to the Treaty.

The combination of a comprehensive safeguards agreement and an additional protocol is now established as the contemporary safeguard standard necessary to maintain the integrity of the IAEA safeguards system and the international community's faith in compliance with the NPT.

It is unnecessary to stress yet again how much Italy, together with its EU partners, supports the IAEA safeguards agreements and the additional protocols.

Finland considers that the Comprehensive Safeguards Agreement, together with the Additional Protocol, represents the verification standard pursuant to Article III.1 of the Treaty.

We have also adjusted our policy on small quantities protocols to ensure more effective verification in all countries with comprehensive safeguards agreements, and we have established a Committee on Safeguards to examine additional ways and means to strengthen the system.

Works for recognition by the IAEA Board of Governors that the conclusion of a Comprehensive Safeguards Agreement and an Additional Protocol is today's verification standard.

As recommended by the United Nations High Level Panel Report on Threats, Challenges and Change, the Board of Governors of the International Atomic Energy Agency (IAEA) should recognize the Comprehensive Safeguards Agreements and the Additional Protocols as today's standard for IAEA safeguards.

In all activities designed to facilitate the peaceful uses of nuclear energy, the Conference affirms that an INFCIRC 153 (Corrected) Safeguards Agreement, together with an Additional Protocol (INFCIRC 540 (Corrected)), represent the Agency's safeguards system pursuant to article III.1 of the Treaty.
