Comparisons between the first and second analysis of State Government in the United States revealed progress in some areas increased workforce planning, greater use of strategic planning and performance measurement, and more attention to information technology.

The existence of these detailed strategic planning documents greatly facilitated the preparation of the programme and budget document in line with RBM principles.
