The Executive Director shall appoint the staff in accordance with the Staff Regulations.

2.1 The revised Staff Regulations are effective from 1 January 2005.

The Code of Conduct supplements the various provisions of the Articles of Agreement establishing the Bank, the Staff Regulations, Staff Rules, and other documents.

Salary scales for the Professional and higher categories amendment to schedule I of the staff regulations

(a) Subject to regulations 12.1, 12.2, 12.3, 12.4 and 12.5, these Rules may be amended by the Secretary General in a manner consistent with the Staff Regulations.

The Executive Director shall appoint the staff in accordance with regulations to be established by the Council.

These amendments shall be provisional until the requirements of staff regulations 12.3 and 12.4 have been met.

The UNCTAD secretariat has put in place procedures that are in compliance with the Staff Rules and Regulations.

The salary and related emoluments of United Nations staff members are subject to the assessment rates contained in regulation 2.3 of the Staff Regulations of the United Nations.

(i) Staff costs This continues to be subject to the provisions of financial regulations 4.2(b) and 4.2(c)

The relevant amendments to annex II to the staff regulations are shown in annex II to the present document.

The basic principles governing the conduct of staff members are spelled out in Staff Regulations approved by the General Assembly and the Staff Rules, which are promulgated by the Secretary General and reported to the General Assembly.

(b) In the event of the death of a staff member, all amounts standing to the staff member's credit will be paid to his or her nominated beneficiary or beneficiaries, subject to application of the Staff Rules and of the Joint Staff Pension Fund Regulations.

The estimate under this heading represents the difference between gross and net emoluments, that is, the amount of staff assessment to which United Nations staff members are subject, in accordance with the Staff Regulations of the United Nations.

1.3 The revised text of the Staff Regulations incorporating the amendments referred to above is attached to the present bulletin.

1.2 By its resolution 59 268, the Assembly approved revised salary scales for staff in the Professional and higher categories and consequential amendments to the Staff Regulations, effective 1 January 2005.

(vi) On separation from service, as defined by article IX of the Staff Regulations and chapter IX of the Staff Rules, and in accordance with the provisions of paragraph (c) below

The methodology suggested for establishing such a bonus is along the lines of the current termination indemnity applicable to Secretariat staff, as provided for in annex III of the Staff Regulations. The termination indemnity is not an entitlement for staff at the Tribunals.

The valuation is based on the United Nations salary scale and the entitlements defined in the staff regulations and rules, as well as taking into account the actual cost of staff separating during the year 2004.

34. Emphasizes the importance of the Tribunal's rules and staff regulations promoting the recruitment of a geographically representative staff in the Professional and higher categories, and calls for wider dissemination of vacancy announcements to achieve that goal

In paragraph 807, the Board reiterates its recommendation that the United Nations Conference on Trade and Development comply with the United Nations Staff Regulations and Rules on the scope of tasks entrusted to 200 series staff members.

Requests the Secretary General to ensure that all relevant financial regulations and rules, staff regulations and rules and administrative issuances are fully complied with by all missions and that appropriate disciplinary actions are taken in all cases of non compliance

In line with the Staff Regulations and Rules of the United Nations, some staff members are entitled to repatriation grants and related relocation costs upon their termination from the organization, based on the number of years of service.

(b) To any other person who can show that he or she is entitled to rights under any contract or terms of appointment, including the provisions of staff regulations and rules upon which the staff member could have relied.

The Secretary General, pursuant to staff regulations 12.2, 12.3 and 12.4 and staff rule 112.2 (a), hereby promulgates the text of the amendments to the 100 Series of the Staff Rules promulgated in Secretary General's bulletin ST SGB 2002 1. The text of the amendments is attached to the present bulletin.
