The 347 proposed temporary staff positions comprise 73 international staff and 274 national staff positions, inclusive of 15 national officers.

Not providing for one more non permanent seat makes the proposal of the group of four totally incompatible with AU positions, but denying both permanent seats to the AU makes the Uniting for Consensus proposal fully compatible.

The recommendation for the selection of staff against these positions will be subject to the review of the OHCHR internal Advisory Panel on Personnel Issues (APPI) to ensure a fair and transparent staff selection mechanism.

In terms of providing for nursing and care staff, much is being done to offer better career perspectives and improve promotion to senior positions.

1.37 In spite of the heavy investment in staff training and development, programmes are finding it increasingly difficult to find staff for senior and mid level managerial positions due to uncompetitive salaries and conditions of service.

10.19 In 2002 there were 79 staff, 35 of whom were females. 53 per cent of the administrative, clerical and cleaning positions were held by females and all the security posts and grounds staff were males.

In the public and private sectors alike, Guinean women are underrepresented among salaried staff, and are largely concentrated in the lower and middle ranking positions.
