Small and medium scale freight forwarders should be fostered through human resource and institutional development programmes.

The country is ranked 121 out of 177 countries in terms of human development and is in the medium development bracket.

Bangladesh ranked 138 among 177 countries, graduating from a low scale to a medium scale human development process.

India has developed considerable expertise in the development of entrepreneurship, human resource development through training and so forth, and development linked growth through small and medium industries.
