Mr. Hussain (Pakistan) said that, while in the long term empowerment of women and the elimination of gender inequality should resolve the problem of violence against women, it was urgent to also expose the horrific current abuses in situations where the rights of millions to women were being violated.

In urgent cases, however, these approvals can be obtained retroactively.

Countries emerging from such situations are generally faced with the urgent need to rehabilitate or reconstruct damaged essential socio economic infrastructure, such as that pertaining to the supply of food, provision of repair and maintenance services, and immediate generation of employment.

It also supported the drafting of an optional protocol to the International Covenant on Economic, Social and Cultural Rights which was of a particularly urgent nature, given that conflict situations often arose from a failure to respect those vital rights.

There was therefore an urgent need to give the Committee on Contributions inputs that reflected the situations and concerns of Member States so that it would be able to present, at the next session, a scale of assessments acceptable to all.

And some situations allow anybody to do it more effectively than other situations do.
