The tightening of environmental regulations in industrialized countries in the late 1980s led to a dramatic rise in the cost of hazardous waste disposal there.

Hazardous waste shipments made without such documents are illegal.

Definitions for hazardous waste and waste management were necessary and a section on public education was essential.

It is reported that many cases of illegal trafficking take the form of the deliberate mixing of hazardous and non hazardous waste.

The ashes are biologically safe, and less than 1 10 the volume of the original waste, but like all incinerator waste, are usually classified as hazardous waste.

Illegal trade in hazardous waste continues to occur in violation of the 1989 Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal.

The illegal transboundary movement of toxic materials and chemicals and hazardous waste also threatens ecosystems and human health.

Each shipment of hazardous waste or other waste must be accompanied by a movement document from the point at which a transboundary movement begins to the point of disposal.

Also indicate whether the substance or mixture is environmentally hazardous according to the UN Model Regulations 4, ADR6, RID7 and ADN8.

Other draft regulations pertaining to transport safety and waste management are in the process of being finalized.

New environmental legislation has been introduced in several countries to address post consumer waste problems and to phase out hazardous substances that complicate recycling.

Article 32 of the same Act also prohibits the importation of hazardous waste and the granting of permission for its entry into or transit through the territory of the State. The passage of ships carrying hazardous waste through the territorial waters or the exclusive economic zone without a permit from the competent administrative authority is also prohibited.

Actions at the national, regional and global levels are needed to prevent and detect illegal trafficking of chemicals and hazardous wastes, including efforts towards the more effective application of international conventions relating to transboundary movements of chemicals and hazardous waste.

There are also cases involving large scale trafficking in hazardous waste, often involving money laundering activities as well as links to the illegal trade in arms.

The Convention also developed criteria for environmentally sound management of wastes, which require members to take practical steps to minimize the generation of hazardous waste by controlling the storage, transport, treatment, reuse, recycling, recovery and final disposal of the waste.

The Expert Group notes that two processes (cement kiln co incineration and hazardous waste incineration) are already covered in the current draft guidelines on best available techniques and provisional guidance on best environmental practices.

This includes the Waste Electrical and Electronic Equipment (WEEE) and Restriction of Certain Hazardous Substances in Electrical and Electronic Equipment (RoHS) Directives in the European Union and the Home Appliances Recycling Law in Japan.

Furthermore, the Control of Substances Hazardous to Health Regulations 2002 (as amended) (COSHH) regulation 7(10) Schedule 3 paragraph 6 requires notification (to HSE) of consignments of Hazard Group 4 biological agents.

Severely hazardous pesticide formulations

Urges all member States to continue consultation and coordination among them at all international meetings including consultations relating to environment protection, especially in the field of biological diversity, climate change, desertification, hazardous and radioactive waste.

It should be mentioned that the explanatory note to the said Act provides that, in view of the dangers involved in the handling of hazardous waste, the importation of such waste and the granting of permission for the introduction or passage thereof into or through the Arab Republic of Egypt are absolutely prohibited.
