Many countries are pondering the reasons for those negative developments.

That burden is far too heavy for many of those countries.

What happens in those countries is important for Africa's attainment of the MDGs.

But, of course, they will not have caught up with these countries, for those countries will have moved ahead too.

That is a source of concern for my delegation, since most of those States are developing countries, particularly African countries.

Second, we need to ensure that there are appropriate economic incentives for those countries that sign up and that there are disincentives for those that do not.

Nordic countries, for example, cannot be expected to fund other countries debts in the long term especially if those countries have not made full use of their own resources.

Even though no African countries voiced their support in Vienna for harm reduction, African leaders should take heed of those countries with pragmatic and humane drug policies.
