The Council includes Canada, Denmark, Finland, Iceland, Norway, the Russian Federation, Sweden and the United States.

The Federation Council (the upper chamber of the Duma), too, was generally loyal to the president, as were regional governors, while remaining independent.

We wish to thank Ambassador Denisov of the Russian Federation for his presentation of the report of the Security Council (A 60 2).

The only Council of Europe member States so far not to have acceded to this treaty are Armenia, Azerbaijan and the Russian Federation.

The paper was prepared jointly with the Saami Council, an organization of the indigenous peoples from Fennoscandinavia and the Kola Peninsula in the Russian Federation.

Letter dated 24 March 1999 from the Permanent Representative of the Russian Federation to the United Nations addressed to the President of the Security Council.

The observers for the World Health Organization, the Council of Europe and the International Federation of Red Cross and Red Crescent Societies also made statements.

The Russian Federation was in the process of decision making concerning the signing of the 2005 Council of Europe Convention on the Prevention of Terrorism.

The representative of the Russian Federation said that the Security Council resolution in question had been adopted prior to the establishment of the Minsk Group.
