The facility extended by various international bodies, such as the International Monetary Fund and the World Bank, to provide technical assistance to countries that lack capacity must be fully utilized.

Also, in some cases the Fund has softened its requirements and accelerated approval for the renewal of credits extended under this facility, as occurred with Brazil in 2003 and 2004.
