The long term plan is that this money should come from a fund created by European banks themselves.

There is an alternative an economic growth strategy supported by the European Union and the International Monetary Fund.

Eventually, as in the Asian crisis, European governments and the European Commission fell out with the Fund and began to blame its analysis for having confused and unsettled markets.

And the last EU summit announced the creation of a permanent European Stability Mechanism (ESM) a sort of European Monetary Fund with an effective lending capacity of 500 billion.

But the tentative agreement between Cyprus and the troika (the European Commission, the International Monetary Fund, and the European Central Bank) probably means that the worst has been avoided.

Finally, Europe should transform the ESM into a European Monetary Fund capable of providing policy assessment and advice, as well as financial assistance possibly drawing on European Commission staff.
