The other major parties in the council are the Green League (10 seats), the Left Alliance (9 seats) and The Finns (6 seats).

Africa proposes to enlarge the Security Council to 26 seats.

I will also not individually invite speakers to take seats at the Council table or invite them to resume their seats at the side of the Council Chamber.

Thirdly, our draft resolution provides for flexible allocation of Council seats.

Five provincial seats reserved for women remain vacant owing to the lack of women candidates in three provinces, while women won two provincial council seats in Kabul, in addition to those seats reserved for women.

Unlike the situation with regard to non permanent Council seats, increasing the number of permanent seats involves sensitive and intricate issues, such as the criteria for selection and eligibility for the veto power.

(c) Grant Africa two permanent and five non permanent seats in the Security Council and increase its membership from fifteen to twenty six with the eleven additional seats to be distributed as follows

I invite Judge Pocar, Judge Møse, Ms. Del Ponte and Mr. Jallow to take seats at the Council table.

We also believe that developing countries would be represented better in an expanded Security Council, including with permanent seats.

We believe that the continuity and stability provided by permanent seats can only enhance the overall effectiveness of the Security Council.

(i) Two permanent seats and two non permanent seats for African States

Sixty have been elected on reserved seats and thirteen on general seats.

The anti independence alliance increased its representation from 31 seats to 36 seats.

That Position holds that two permanent Security Council seats should be allocated to Africa, with full privileges, including the power of veto, in addition to five non permanent seats. It also calls for strengthening the lead role of the General Assembly.

Several powerful states, whose growing global role has made them aspirants to permanent seats on a reformed Security Council, will serve alongside India.

In accordance with the electoral law, the unfilled female quota of council seats in these provinces will remain vacant until the next elections.

At the bilateral level, Chile has supported the aspiration of Brazil, Germany, India and Japan to occupy permanent seats on the Security Council.

My delegation also reiterates the call by the African Union for Africa to be accorded two additional non permanent seats in the Council.

We also believe more equitable representation of the developing countries for the non permanent seats of the Council is vital and long overdue.

Distribution of seats

These were used by the Joint Electoral Management Body to allocate seats for both the Wolesi Jirga (249 seats, including 10 seats reserved for the nomadic Kuchi population) and the 34 provincial councils (420 seats).

In the federation, Aden colony was to have 24 seats on the new council, while each of the eleven sultanates was to have six.

It would add no permanent members to the Council, but rather would create new permanent seats in each region, leaving it to the members of each regional group to decide which Member States should sit in those seats and for how long.

Most importantly, the draft offers a decent chance to improve the representation of developing countries on the Security Council, including by adding new permanent seats.
