Previously, the E4 and E4A Panels considered that it was appropriate for the panel issuing the original recommendations to propose, as needed, adjustments to such awards in the light of new information and evidence presented.

In the light of these recent developments, the Panel believes that an external independent supervisory management structure for Liberia's mineral resources is the most likely solution to current problems concerning technical expertise and administrative probity.
