At country level, UNICEF staff continue to be very active in UNCT theme groups.

The new posts include a Senior Conflict Management Officer at the P 5 level, an Information Advocacy and Outreach Officer at the P 3 level and two General Service (Other level) support staff.

UNICEF is discussing the performance reports for staff at the level of Assistant Secretary General and above.

Women accounted for 29 per cent of staff at senior and higher level posts, 22.3 per cent at the D 1 level and above, and 42.3 per cent of all professional staff on the more restricted category of posts subject to geographic distribution.

The amount of 2,088,800 provides for the salaries, common staff costs and staff assessment for seven continuing posts and one additional post at the P 3 level.

The provision of 116,900, at a maintenance level, would cover the cost of language training as well as administrative and financial training for the staff of the Secretariat units at Gigiri.

A minimum level of funding was agreed on for training editorial staff during 2005.

Special post allowances should be restricted to exceptional circumstances when a staff member at a lower grade was temporarily performing functions at a higher grade pending the filling of the post at its appropriate level.

It is envisaged that the scope of annual financial disclosure and declaration of interest will be broadened from the Assistant Secretary General Under Secretary General level to include all staff at the D 1 level and above.

In consideration of the above, the Secretary General recommends that the General Assembly extend the financial disclosure requirement currently applicable to staff members at the Assistant Secretary General level and above to all staff members at the D 1 L 6 and D 2 L 7 levels.
