The proposed budgetary appropriation, before recosting, consisted of the amount indicated in the outline budget approved by the General Assembly in resolution 57 820.

5. Decides to revert to the subject of appropriation for training resources in the context of the proposed programme budget for the biennium 2008 2009

Adoption of this proposal would entail additional requirements of 31,500 for appropriation under section 28A of the proposed programme budget for the biennium 2006 2007.

Appropriation and funding

For the budget period from 1 July 2005 to 30 June 2006, the Secretary General proposed a budget of 94.3 million, an increase of 1.3 million against the appropriation of 93.0 million for the current period.

53. Decides to approve an additional appropriation under the regular budget in the amount of 53,633,300 dollars, as detailed in the annex to the present section

Adoption of this proposal would, therefore, entail additional requirements of 945,400 for appropriation under section 1 of the proposed programme budget for the biennium 2006 2007.

Thus, adoption of this proposal would entail additional requirements of 1,060,500 for appropriation under section 28A of the proposed programme budget for the biennium 2006 2007.

The action proposed by the Secretary General in his report involves an additional appropriation under section 3, Political affairs, of the programme budget for 2004 2005.

Financing of the appropriation

JIU appropriation for 2004

The Japanese government supported the ACABQ recommendation of a US 41 million reduction in the budget appropriation, but considered that the proposed reduction was insufficient and that the total amount of the budget should not exceed US 3 billion.

While the Secretary General provides detailed information to the Assembly in his budget proposals in support of his request for appropriation for projects to be implemented, the authority for allocation of funds within a budget section rests with the Secretary General.

For 2005 2006, the Secretary General proposed a budget of 107.2 million, a decrease of 184.4 million or 63.3 per cent, against the appropriation of 291.6 million for 2004 2005.

Approves a supplementary budget appropriation of 3 million to cover additional security related costs in the 2004 2005 biennial support budget (E ICEF 2005 AB L.7), thus increasing from 14 million to 17 million the security related costs for the biennium.

30.5 The proposals for the regular budget appropriation made under this section reflect a net increase of 247,500, or 2.4 per cent, over the level approved for the biennium 2004 2005.

28B.7 The overall level of resources for the Office of Programme Planning, Budget and Accounts under the regular budget amounts to 29,090,100 before recosting, reflecting a net decrease of 370,000, or 1.3 per cent, from the revised appropriation for the biennium 2004 2005.

Hence, no additional appropriation will be required.

Against a total appropriation of 641 million, the Mission had incurred expenditures of 636.5 million, resulting in an unencumbered balance of 4.5 million and a budget implementation rate of 99.3 per cent.

However, according to the Department's Superintendent, Juan Flores, the Department of Education would need to be cautious to ensure that revenues would actually meet the budget, because the amount was only an appropriation.

In agreement with UNDP and UNFPA, the UNICEF portion of centrally shared security costs, previously included under the biennial support budget (programme support), are now shown as a separate appropriation for 2006 2007.

In its resolution 52 221 A of 22 December 1997, the Assembly approved an appropriation of 13,065,000 for the Development Account under section 34 of the programme budget for the biennium 1998 1999.

Unfortunately, six years after the establishment of UNMIK, those prerequisites had not been met and he was astonished by the proposal to downsize the Mission in terms of both its composition and budget appropriation.

34.3 In its resolution 54 250 A of 23 December 1999, the General Assembly approved an appropriation of 13,065,000 for the Development Account under section 33 of the programme budget for the biennium 2000 2001.

In working on the discussions on paragraph 3 of the budget appropriation resolution, the negotiators were agreed on the importance of the budget permitting the continuous functioning of the United Nations, but, equally, it was acknowledged that the Secretary General's request would be treated on its merits, with no automaticity.

Therefore, an additional appropriation by the General Assembly of 82,600 dollars will be required under Section 2, General Assembly Affairs and Conference Services of the programme budget and of 1,900 dollars under Section 29E, Administration, Geneva.

Authorizes the Executive Director to redeploy resources between appropriation lines up to a maximum of 5 per cent of the appropriation to which the resources are redeployed

3. Also approves an appropriation of 8,183,100 dollars under section 32, Staff assessment, to be offset by a corresponding amount under Income section 1, Income from staff assessment, of the programme budget for the biennium 2002 2003

The final appropriation for 2004 2005. adjusted for inflation, amounts to 139,400, reflecting a decrease of 15,300, in real terms, from the revised appropriation of 153,200 (A 60 575, para.

Following its consideration of my proposed budget, the Assembly is expected to take action shortly on the appropriation of some 367.5 million for the maintenance of the mission for the period from 1 July 2005 to 30 June 2006.
