Mr. President, I would like to welcome you to the Chair, wish you success and assure you of our support and cooperation on the part of the delegation of the Russian Federation.

Following the referral of the situation, a delegation of the International Criminal Court (ICC) went to Addis Ababa to finalize the negotiations of a relationship agreement with the African Union, which had started in 2004, and to meet with officials of the African Union.

Ms. Mladineo (Croatia), associating her delegation with the statement by made the European Union, said that Croatia had started negotiations for full membership in the Union.

The work done on the text by all delegations, especially the Russian Federation, which initiated work on the document, should be applauded.

The European Union therefore supports the initiative that my delegation has taken within the Security Council to pursue this through a new draft resolution.

My delegation lends its full support to the unrelenting efforts of President Mbeki in instituting the African Union's (AU) plan of action to resolve the impasse among the Ivorian parties.

However, if the AU believes that the allocation of an additional seat is essential to ensure equitable representation of all its subregions, my delegation, at least and I am sure other members of Uniting for Consensus would be prepared to discuss this with the members of the AU.

In that regard, the delegation of the Democratic People's Republic of Korea makes it very clear that the European Union is nothing less than hypocritical when it poses as a human rights champion.

The Pakistan delegation believes that ways and means can be evolved under the Uniting for Consensus proposal to provide Africa with the collective ability to uphold its interests within a reformed Security Council.

His delegation would support the European Union's suggestion that Member States consider voluntarily renouncing their share of the unencumbered balances of appropriations so that they could be used for technical cooperation activities.
