Standard salary costs for New York are applied to the posts at Headquarters, and standard salary costs for Vienna and Nairobi are applied to the respective regional investigative hubs.

Four posts with their incumbents for the new office were to be reallocated from the Headquarters Safety and Security Service.

Regarding the remaining 17 posts, 9 were added in field offices and 8 at headquarters, as explained in paragraphs 8 17 below.

In the past, the Committee has recommended an increase in entry level posts in the professional category at UNFPA it therefore notes with satisfaction that, of the 10 new Professional posts proposed at headquarters, four are at the P 3 level and below.

The net total of 11 posts (10 International Professional and one General Service) proposed for headquarters is listed in the table following paragraph 42.

The programme management cycle initiative will involve strengthening the programme and project management capacity at both headquarters and the field offices in a comprehensive way, both by establishing support functions and by training and retasking existing staff.

Of the 59 new posts proposed, 48 are in the field (10 International Professional and 38 National Professional posts), while 11 are at headquarters (10 International Professional and 1 General Service).

The computation of national staff costs is based on the G 3 step IV and NOA I of the national salary scale in effect from 1 May 2004 for national General Service staff and national officers, respectively, reflecting the actual pattern of expenditures during the 2004 05 period and distribution of national staff by grade level.
