Project to Promote ILO Policy on Indigenous and Tribal Peoples

The 1989 ILO Convention (No. 169) concerning Indigenous and Tribal Peoples in Independent Countries resolution 2005 51

One of the specific recommendations to ILO was to design, in conjunction with the ILO constituents and indigenous nationalities, a decent work plan for indigenous nationalities, in a public private partnership framework.5

Under the Project to Promote ILO Policy on Indigenous and Tribal Peoples (see paras. 10 16 below) training tools are currently being developed for indigenous peoples on ILO instruments other than Convention No. 169 that are of relevance to them.

ILO recommends that the Forum undertake to further the process initiated by the workshop on data collection concerning indigenous peoples.

These initiatives aim at the promotion of the rights of indigenous and tribal peoples through implementation of the principles of ILO Convention No. 169

ILO has been actively involved in ongoing work at the international level on indigenous issues.

A number of ILO initiatives under these thematic areas have a direct impact on indigenous and tribal peoples.

the setting up of a world organization that will really work, and that will be the background for an orderly progress towards security, prosperity and happiness for all the people of all nations .

This can only be achieved with the full consultation and participation of the peoples concerned, in accordance with ILO Convention No. 169.

Mr. Murata (Food and Agriculture Organization of the United Nations (FAO)) reiterated his agency's commitment to indigenous issues and reported on two of its major activities to eradicate extreme poverty and hunger among indigenous peoples.

One such service employs indigenous women (and includes indigenous women on its management board), while in another jurisdiction a community organization is funded to provide support, advice, referral and telephone counselling to prisoners and families.

The Project to Promote ILO Policy on Indigenous and Tribal Peoples undertakes activities at the national, regional and international levels.

Since its inception, the OIC has been making serious efforts to strengthen ties among Muslim peoples and the peoples of the world in general.

This analysis has been undertaken primarily in collaboration with the Project to Promote ILO Policy on Indigenous and Tribal Peoples.

Within the United Nations and also within the Organization of American States, a distinction is drawn between the rights of persons belonging to minorities and those of indigenous peoples.

Likewise, the goal of the Socialist International is a world governed not by free markets, but by free people.

The development of decent work agendas for indigenous peoples offers an opportunity for ILO constituents (workers' and employers' organizations) to work in partnership with indigenous peoples.

ILO has consistently promoted dialogue between Governments and representative indigenous organizations, and has explored the possibility of using ILO Convention No. 169 as a framework for peace talks (as was the case in Guatemala in 1996).

However, the main focus on indigenous and tribal peoples falls within the second element of ILO work working towards the elimination of child labour.

A subregional activity that has been planned for the coming months is aimed at building the capacity of Governments and indigenous institutions in Bangladesh, India and Nepal to ensure the implementation of the principles of relevant ILO conventions on indigenous and tribal peoples' rights (Nos. 107 and 169).

ILO will engage in training both at the headquarters level, as well as diverting training activities to the regions, in order to address the specific capacity building needs of indigenous organizations, Governments and ILO staff at different levels of intervention.

In a number of other countries (such as India, the Sudan, the Great Lakes region of Africa and the Andean countries) ILO has conducted studies on forms of child labour among indigenous children and their implications for the education, health and well being of indigenous peoples.

Reports of the Committees set up to examine representations alleging non observance of the Indigenous and Tribal Peoples Convention, 1989 (No. 169), made under article 24 of the ILO Constitution

According to ILO Convention No. 169, Art. 29, The imparting of general knowledge and skills that will help children belonging to the peoples concerned to participate fully and on an equal footing in their own community and in the national community shall be the aim of education for these peoples .

The Committee welcomes the State party's ratification in 2002 of International Labour Organization Indigenous and Tribal Peoples Convention, 1989 (No. 169) concerning indigenous and tribal peoples in independent countries.

The speakers further urged States that have not yet done so to ratify the International Labour Organization (ILO) Convention No. 169 (1989) concerning indigenous and tribal peoples in independent countries.

The attention of ILO in this respect is turning increasingly to the need for these efforts to be culturally sensitive and sufficiently specific to address the real needs of indigenous and tribal girls and boys.

In the health area, the Pan American Health Organization (PAHO) provided information on the challenge of developing and implementing intercultural primary health care programmes for indigenous communities in the Americas.

Aboriginal people

PAHO programmes incorporate indigenous perspectives, medicines and therapies into national health systems in a holistic way and at a policy level, as stated in resolutions CD37.R5 (1993) and CD40.R6 (1997) signed by the 34 PAHO member States.

Finally, as Chairman of the African Union for the past year, I have had the privilege of working closely with brother African heads of State or Government in transforming the African Union into a truly potent and effective organization for the development of African peoples.
