Converting unfunded pension schemes to funded pension systems is one option available to Governments.

The amount of unpaid contributions and the level of arrears of former Member States were unacceptably high, and the Secretariat should continue to work with debtors, using, inter alia, the well proven method of debt restructuring.

A joint letter from the five Permanent Representatives to the Chairman of the Committee on Contributions dated 29 May 2002 reiterated the view of the five successor States that the unpaid assessed contributions of the former Yugoslavia should be written off.

An approach based on active participation was adopted.

He stressed that requests for exemption under Article 19 should be submitted to the Committee on Contributions in accordance with the provisions of General Assembly resolution 54 237 C.
