The problem of unpaid assessments continues to deplete resources, which, in turn, requires resorting to cross borrowing to finance existing programmes.

Between 1992 and 1 January 2004, the outstanding assessed contributions have accumulated steadily to a total of 90,615.

Nevertheless, Member States should authorize the Secretariat to apply outstanding credits to outstanding assessed contributions.

The United Nations General Assembly has deferred consideration of the question of the outstanding assessed contributions until the first part of its resumed fifty ninth session.

The total outstanding assessed contributions for all peacekeeping operations as at 31 March 2005 amounted to 1,365.9 million.

As the unpaid assessed contributions of the former Yugoslavia are not collectible from that State, the Assembly will need to decide what action should be taken.

As at 31 May 2005, unpaid assessed contributions to the special account for UNOCI amounted to 95.8 million.

We believe that inclusion of these elements in the report is of crucial importance for Assembly deliberation on the question of unpaid assessed contributions of the Socialist Federal Republic of Yugoslavia.

It is noted that the Secretariat has maintained its efforts to collect outstanding assessed contributions and negotiated four new payment plans with member states during 2004.

He noted with satisfaction the improvement in the Organization's financial situation and the announcement that the major contributor would make a payment of 300 million in the near future, which would allow the Organization to end the year with a positive cash balance.

He stressed that requests for exemption under Article 19 should be submitted to the Committee on Contributions in accordance with the provisions of General Assembly resolution 54 237 C. Lastly, further efforts must be made to find a solution to the question of the unpaid assessed contributions of the former Yugoslavia.

It seeks to manage and monitor all matters relating to assessed contributions, while following up with Member States on outstanding assessed contributions so as to maintain a high level of financial stability.

Upon instructions from our Governments, we are answering your letter of 27 July 2001 and conveying to you our joint position concerning the outstanding assessed contributions of the former Socialist Federal Republic of Yugoslavia.

The Chairman said that, if he heard no objection, he would take it that the Committee was prepared to accept the request of Slovenia to defer the question of the unpaid assessed contributions of the former Yugoslavia until March 2006.

In paragraph 17, the Board notes that progress has been made in reducing the level of unpaid contributions (see General Assembly resolution 58 253, para. 3) during the 2004 2005 biennium and encourages the Tribunal to continue its efforts to ensure timely receipt of contributions from the Member States concerned.
