This work was conceived in 1983, and construction was announced by the Finnish government at the 1992 Earth Summit.

The inability of the Conference on Disarmament to commence work has a direct and significant impact on the NPT Review Conference.

Five years later, the Conference on Disarmament has not managed to accomplish one iota of this work plan.

The initiative by six States to get the Conference on Disarmament back to work is, in any case, a clear reflection of a profound malaise.
