The regular budgets of the specialized agencies, based on assessed contributions, have been locked at historically low levels because of the application of zero or no nominal growth policies.

The Secretariat attained a collection rate of 90.5 per cent for 2004 (2002 93.0 per cent), a slight deterioration as compared to 2002 but still above the collection rate of 2002 2003 (89.8 per cent). However,

In this context, relatively small investments in implementing existing pollution control technologies could have huge environmental and public health benefits.
